Developing

 

At present, there is no discussion regarding the need to provide special protection to children and adolescents. This situation is supported by the different international legal instruments adopted at United Nations (UN) and the political will of the States to guarantee, by all means, the welfare of children.

Protection is not a fortuitous question, it is based on the special condition in which people in this age stage are. Definitely, such protection should not mean an annulment of the protected individual, but it must agree with the progressive capacity of them and the constant attention to their interests and, of course, their opinions.

There are no doubts about the importance of generating conditions that stop the re-victimization of any individual that has been injured in their rights. However, when it comes to children and adolescents, the issue acquires greater relevance. The infants, taking into account the stage of development in which they are located, have not acquired enough physical and psychological maturity that allows them to have the necessary tools to face a process as complex as the one that is substance after being victimized.

The National Program of Education and Sexual Health (ProNESS), coordinated by the National Center for Sexual Education (CENESEX), constitutes a guiding platform at national, provincial, municipal and community level, with a gender and human rights approach, multidisciplinary and participatory, to contribute to dignity of the human being and the development of a socialist society in the Cuban context. It aims to contribute to the recognition and guarantee of sexual and reproductive rights, which implies addressing the different forms of violence that threaten the possibility of exercising them.

Secondary victimization of children and adolescents sexually abused may occur in multiple areas. The forms of violence that damage their rights are verified, for example, in the health services to which these victims go or in the legal proceedings that take place after the occurrence and denunciation of child sexually abused events. Also, it can happen in the school spaces and inside the families. It is essential to identify these possible areas of violation of rights and generate the conditions to prevent the occurrence of re-victimizing events.
